The study was conducted to determine the impact of regional autonomy on investment and the steps that local governments and how the implementation of investment policy or investment in the autonomous region, especially in the District Lembata so it can be used as a reference for overcoming barriers to the entry of investors Lembata district. This research was conducted by the method of empirical juridical approach legislation. In order to study the completeness of data, used analysis of field research and library research. Field research was conducted to find the data directly in the area that became the object of research and library research conducted by collecting materials related to legal issues. Analysis using qualitative methods and are presented descriptively. Development is essentially an effort to improve the welfare of the community in general and the region concerned in particular, through various activities planned in accordance with local needs and capabilities. This is an opportunity and a challenge for local governments to further develop all the potential for increased development in the region, including the process for changing the economic strength of the potential into real economic strength is through capital investment which is the government's efforts in economic development. Investment capital / investment is a very important variable in moving the regional economy in order to achieve high economic growth rate with the magnitude of investment flows supported. The government certainly will not be able to solve various problems of development, such as high unemployment, poverty, lack of basic infrastructure, if only rely on financing that comes from the government budget alone. Budgetary resources needed so that non-governmental organizations from the private sector investment. Success in improving the competitiveness of the investment is highly dependent on the ability of the region in formulating policies related to investment and business, public service quality improvement, improvement of regional macroeconomic conditions, human resource development, and infrastructure availability. So the success or failure of implementation of indicators of regional autonomy can be seen from improving or deteriorating economy, stable or absence of local politics, and declining or increasing the quality of public services in the regions concerned.
