The purpose of this research was to analyze the occurrence of irregularities in the procurement of goods and services on the implementation of Presidential Decree 54 of 2010, identified supporting and inhibiting factors the implementation of the procurement in accordance with regulation 54 in 2010, to formulate a strategic effort in the procurement of goods and services in accordance with the implementation of regulation 54 in 2010. Qualitative Analysis Method is being used on this research, a normative and comparative analysis. By utilizing the primary data of the interview using purposive sampling deep and secondary data from legal sources and related literature. This research concludes that there are irregularities in the implementation of government procurement in regulation 54 in 2010, with the dominant pattern in determining the winner of the tender arrangements.
