ETD This study aims to know how the Ministry of Health (MOH) in Indonesia is applying their management control of project in sub directory (subdit) of AIDS and TB, in order to manage the grants from the Global Fund (GF). The MOH it self is required to provide response to the needs of society on proper health. Furthermore, to implement their programmes, the MOH is not only managing the fund from the state budget (APBN), but they also have responsibility to manage many bilateral projects as a trusted partners with many international donors/development partners, to support the public society for accessing proper health services. Therefore, the MOH needs a tool of Management Control of Project, to ensure that they have strong capacity in implementing their national health policies, as well as, being accountable for the donors. Based on the above, the MOH (in particular AIDS and TB components) requires a tool to manage the project with the Global Fund, so that they can achieve their national goals for providing public health services throughout Indonesia. Referring to this mechanism, we will understand the strategic impact that will be gained by the MOH (through the Global Fund project) for improving their position as a trusted partners by many donors to support the national health program in Indonesia, to strategically build their mandate as regulator in making any health policies, and to empower the society for actively participating in succeeding the national programs on health. This thesis is a single case study at the MOH (sub directory of AIDS and TB), since both components received huge grants from the Global Fund (GF) starting from 2003. The result then is presented using descriptive analysis by conducting collecting data from the project management unit of Global Fund project within the sub directory of AIDS and TB, and working in close collaboration with UNDP project team, as UNDP has agreement with the MOH in providing capacity building to support the implementation of Global Fund grants in Indonesia. The writer also conducted depth interview, literature study/journals, and other related documents to the substance, and a conclusion and recommendation then provided into this thesis to be shared with the MOH team (of AIDS and TB component). Hope that in the future, this thesis can also be used as reference to conduct further research. A project itself is a single output/finite endeavor (having specific start and completion dates) that requires the organization and coordination of a group of two or more people, to create a unique product or service which brings about beneficial change or added value. Therefore, typical constraints are scope, time and budget, so that the performance standards tend to be less reliable for projects than for ongoing organizations. Thus, they oftenly revise their plan of budgetting, and the rhythm is different from the ongoing organization, since projects tend to be influenced more by external environment.
