Performed two-stage reconstruction processes, namely the first stage of reconstruction Pasar Inpres I and the second stage of reconstruction of Pasar Inpres II, III and IV. After finished Pasar Inpres I reconstructed, arising out of rejection of the traders with the replacement policy traders in Pasar Inpres I. This resistance spread to the traders of Pasar Inpres II, III and IV. Exteremely resistance from the traders forced the government to accommodate representatives of traders to negotiate policies and programs Pasar Inpres I, II, III and IV. This thesis analyzes the dynamics of the negotiation of policy and program reconstruction of Pasar Inpres I, II, III and IV of The City of Padang postearthquake 30 September 2009. The big question that would like to answered by this research is, why negotiation policy and program reconstruction of Pasar Inpres I, II, III and IV last long? The central theme of this research is the democracy of public policy, so the concepts and theories used to map the problem of this research are the concepts and theories about public policy, policy formulation, public participation, the economic dimensions of policy, as well as conflict and negotiation policies. The research was conducted using phenomenological approach in order to explain and interpret the thoughts and actions of the actors involved in policy and program negotiations of Pasar Inpres I, II, III and IV. This study concluded that the process of policy negotiation and reconstruction program Inpres Market I, II, III and IV takes a long time because it is caused by two things. First, The City of Padang tend to use the approach of power and using violent means in formulating policies and programs of reconstruction of Pasar Inpres I, II, III and IV. Secondly, The Government of Padang City put forward economic rationality approach in determining the price of kiosks and stalls in the Pasar Inpres I, II, III and IV that will be handed over to the traders.
