The headline message of the report is that: "The quality of an education system cannot exceed the quality of its teacher". The report is divided into five chapters. chapter 1 present the argument that improvement to teacher management systems are central to the achievement of the 2015 EFA goals. Chapter 2 makes some observations on the the following areas including teachers' salaries, teachers' choice, teachers' responsibilities...
