It emphasises the key role of the teacher trainers and the need for them to become agents of change. Research evidence from in-service research projects in different parts of the world is presented to identify strengths and weaknesses of training programmes. Issues of measuring effectiveness are raised. There are often no links between input and outputs which are generally identified as the key to measuring project success. In nearly all research evidence cited, recommendations are made that the success of the project should be measured by understanding the process and identifying changes in classroom practice. Recommendations from the research includes: ensuring teacher development is cyclical in nature and it is not disconnected from the culture and context in which it takes place. It is essential that all training is supported by school level support.This section of the report examines the evidence that led to the eventual design of the programme. The project was separated into two parts, January 2006 -December 2007 and May 2008 until June 2011 due to funding arrangements.
