This research study presents a case study that examines the engagement of CC in education through Decentralization and Deconcentration mechanism in Cambodia. The purposes of this study are to examine 1) the roles and responsibilities that are required of the CC in dealing with education services compared with other sectors it delivers, 2) how these roles and responsibilities are carried out in practices by CC, and 3) challenges perceived by CC in their involvement in education compared to other sectors. Five communes in one district of a coastal province were surveyed regarding their engagement in (primary) education. Data collection was done through interviewing with Commune Councilor using prepared questionnaire, while the CC members engaged in this study by filling in another prepared questionnaire. The results indicate that the CC does not have clear roles and responsibilities in relation to education. Further, their engagement in the education field is remarkably focused for school infrastructure development and very little in improving quality education.
