This research study presents a case study that examines the engagement of CC in education through Decentralization and Deconcentration mechanism in Cambodia. The purposes of this study are to examine 1) the roles and responsibilities that are required of the CC in dealing with education services compared with other sectors it delivers, 2) how these roles and responsibilities are carried out in practices by CC, and 3) challenges perceived by CC in their involvement in education compared to other sectors. Five communes in one district of a coastal province were surveyed regarding their engagement in (primary) education. Data collection was done through interviewing with Commune Councilor using prepared questionnaire, while the CC members engaged in this study by filling in another prepared questionnaire. The results indicate that the CC does not have clear roles and responsibilities in relation to education. Further, their engagement in the education field is remarkably focused for school infrastructure development and very little in improving quality education. Furthermore, the study will give recommendations and suggestions to expand the CC engagement in education, especially monitoring the teaching and learning process at schools, i.e. MoEYS should engage CC members in monitoring teaching and learning process, and if possible engage them in testing committee, while the CC should include education in their commune development plan.enRoyal University of Phnom Penh (RUPP)Deconcentration mechanism in education sectionDecentralization in education sectorDecentralization in primary educationDeconcentration mechanism in primary educationCambodia's Decentralization and Deconcentration: Exploring Commune Council Engagement in Primary EducationThesis |
