The sample of this study was 30 teachers and three deputy school principals and 3 school principals in Siem Reap Province, Cambodia. The instrument was developed by being combined the questionnaires developed and used by Luo and Najja (2007) with Morefield's (2004) survey. The findings revealed that, in general, teachers and school principals perceived that their school principals have performed their jobs effectively.
