Net enrollment and number of schools keep increasing at all levels.However, despite the improvement, the challenges are remained. Shortage of teachers, classrooms and high dropout rate are remaining.Particularly, the dropout rate at lower secondary is around 20 percent annually (MoEYS, 2000, 2010). This study, as pointed out by the topic itself, aims to find out who make decision for students to dropout at lower secondary level. In each family, there are possibilities that decision to dropout could be made by father or mother or student him/herself or it can be by discussion together. In addition, this study is also seeking to find out the reasons behind decision making. To achieve the results, a secondary school in Kratie was identified. Dropout students were pre-identified with assistance from school principal. This school has around 100 students dropped out from grade 7 through 9 annually. However, only 32 students were still living in their community while the rest were left. A total of 26 dropout students were interviewed. As results, 22 out of the 26 reported that they make their decision to dropout without listen to their parents. Three out of the 26 were made by parents, while only one decision made through discussion. The reasons of making decision start from, most of the cases, when students themselves realize that they are not doing well in school, lost interest, and want to help family.
