Issues include their perceived need for sight, apprehension, physical status, family support, financial adversity, nondisclosure of their visual problems, belated needs for better sight, social stigma, miscommunication and delayed referral. Factors at the specialist level are accessibility, bureaucracy, waiting time and cost.
