According to the Energy Efficiency Standard, power plants in Malaysia need to achieve a specific level of efficiency before it is allowed to be put into business. Energy Efficiency Standard has already been implemented in several countries overseas for eco-environment purposes. It has proved to be efficient in controlling environmental pollution in countries such as Australia. In Malaysia, Energy Efficiency Standard is yet to be implemented. However, new power plants in the country abide by the environmental, health, and safety guidelines given by the International Finance Corporation, World Bank Group. Since the guidelines given by the IFC is designed to cater for power plants worldwide, the guideline is not specific or detail enough to curb the environmental problems in Malaysia. The guideline should be localised and enforced on power plants within the country. Energy Efficiency Standard is basically divided into two categories; emission efficiency standard and thermal efficiency standard. Emission efficiency standard controls the emission air quality of a power plant, for example the composition of greenhouse gases such as carbon dioxide (CO2), methane (CH) and Nitrous Oxide (NO). Excess greenhouse emissions will cause damage towards the environment for example acid rain and greenhouse effect. Thermal efficiency standard controls the thermal and fuel efficiency of a power plant. For example, old plants that run with a low thermal efficiency, producing tonnes of waste energy to the environment should be shut down. Good emission quality and thermal efficiency of power plant can boost national growth without sacrificing environment as a cost of development.
