Since the early ‘70’s, the use of computers was restricted only to critical ministries to solve administrative computing needs. With the current popularity and affordability of the internet in Malaysia, the use of computers to gather and share information among one another becomes ubiquitous and pervasive and for some, it is something that they cannot live without. Hence, the level of expectations by the citizens on the government delivery system is ever increasing, because comparisons can be made with other governments found in the ‘kingdom of internet’.
