The aim of this article is to find the right business strategy for market penetrate. The Expert Opinion Assessment (EOA) method was adopted for this study because suitable as a predictive tool and serves as an exploratory study to identify the factors considered important to facilitate a company’s business development plan. This study found that the most important factor is Marketing. After that, writer make the right business strategy which is marketing strategy using STP (segmentation, targeting, and positiong), and the mix marketing 4P using SWOT analysis for each variables. There is four strategies for marketing strategy which is strategy Strength-Opportunity, strategy Weakness-Opportunity, strategy Strength-Threat, and strategy Weakness-Threat.
