Summary: | 2nd National Physical Plan (NPP2) was approved by the Cabinet on August 11, 2010. NPP2 has identified forest fragmentation as a threat to forest conservation and protection of biodiversity. One of the policies outlined in the NPP-2 is a need to establish the CFS to form the backbone of the Environmentally Sensitive Area (KSAS). Implementation of the CFS conducted using a balanced approach to development in accordance with the principles of Sustainable Development. The development of ecological corridors is the only component which has not yet been implemented in the implementation of complete CFS. Through Ecological Corridor Master Plan 2010, which is provided by JPBD, 37 ecological corridors have been identified. As a start in implementing the CFS Ecological Corridor Master Plan 2010, Ministry of Natural Resources and Environment has identified Hulu Perak as a suitable place for the implementation of ecological pilot project. Fragmentation of forest in Hulu Perak has contributed to the increasing conflicts between humans and wildlife. This is because the nature trails of wildlife from one forest area to another was blocked by construction projects, including road and agricultural projects. So this study was conducted to identify the various types of land use in the main corridor (Primary Linkages), secondary corridor (Secondary Linkages), examines the key issues of land use, the problems of implementation of ecological corridors CFS, to submit proposals of improvement in terms of human resources, technical, effect to the environment in the development of the main corridor (PL) and the secondary corridor (SL) CFS ecological Hulu Perak. Method of data collection derived from interviews session with respondents among government officer who is directly involved in the implementation of CFS. Qualitative analysis method was carried out for this study’s findings. The results show there are two main types of land use, agriculture and settlements, which has been identified as the obstacles in implementing CFS. Overlapping land use has been identified as a key issue in the implementation of the CFS corridor development in Hulu Perak. The study also put forward practical proposals to be implemented for the purpose of improving the inclusive category of human resources, technical and environmental. The three categories of reserves require commitment and determination to be exercised by all parties involved to ensure that the government's intention in developing ecological corridors CFS reached. Overall, the results of this study can be used as one source of input is important to the parties involved to devise long-term strategies and short-term development of ecological corridors for the implementation of CFS, particularly in Hulu Perak. |
