Several developing nations are trying to improve their e-government to furnish better services to citizens that are automated and efficient. Hence, the Libyan government is making effort to improve its e-government. Therefore, this study aims to explore significant factors for cloud computing implementation in the Libyan government as a case study. The proposed model is an adoption of the Technology Organization Environment (TOE) framework, Theory of Diffusion of Innovation (DOI), and Human Organization Technology (HOT-fit) model. The aspects that are considered in this study include technological, environmental, organizational, innovation and human factors. This is a position study showing work in progress.
