Furthermore, CCTV camera is used to monitor highway traffic, to assess the scene of an accident and other public safety purposes. However, due to improper and ineffective guidelines on CCTV camera installation in public area, it is uncertain if there is sufficient coverage by the CCTV camera. Instead of a robust approach, the adequacy of CCTV coverage is often determined based on design experience and trial-and-error. Inadequacy coverage will further limit the efficient combination of control and display equipment, as well as the operators' ability to manage the video surveillance system. This paper proposed a initial framework for 2D risk mapping on a typical urban town. This is to ensure and verify the strategic placement of CCTV camera, providing the utmost and complete coverage within the public areas. The risk mapping is performed in accordance to the risk analysis on the study area. The optimal placement of CCTV camera is determined by analysing the coverage index and adequacy coverage index. © 2014 IEEE.
