Conceptual framework constructed predicated to models “The Dynamics Rise of Organizational Silence” (Morrison & Milliken, 2000) and “Employee Silence Model" (Milliken,Morrison & Hewlin, 2003). This study main objective was to identify management practice,communication climate and anticipated negative outcome. Specific objective was: First: To identify interrelationship management practice,communication climate and anticipated negative outcome. Second: To identify the most powerful independent variable influence relationship with silence behavior.Third: To identify length of service, ethos and personality role as moderator variable.Study implemented by distributing questionnaire form to respondents. Data received from Malaysian Army personnel serving in the state of Perlis, Kedah, Penang and and Perak. Respondents selected through stratified random sampling method. The results of the study found that all three independent variable namely management practice,communication climate and anticipated negative outcome having significant relationship with silence behavior. Study model is good model with R square value(0.602). Anticipated negative outcome is most powerful predictor influence silence behavior with β value (0.435). Personality factor on the other hand is the most powerful moderator variable influence interrelationship independent variable and variable dependent. Indicative study findings shows that although Malaysian Army organization having open communication climate, however silence behavior still occur.
