Summary:Before President Barrack Obama took office, the overall U.S. healthcare system encountered a serious healthcare crisis that manifested in the high cost of insurance, the alarming rate of the uninsured, particularly among racial and ethnic minority groups and the poor quality of healthcare service. Therefore, in his administration, Obama prioritized the healthcare issue and enacted a comprehensive healthcare reform called the Affordable Care Act (2010). This act promised to bring substantial changes to the healthcare access of American populations, especially the racial and ethnic minority groups. This paper aims to investigate some key changes in availability and affordability of healthcare services in the Act and analyze important impacts on healthcare access and the lives of Hispanic Americans – the group which is least likely to get full healthcare access. The study adopts document review as data collection method; content analysis and secondary data analysis to analyze data. For the key changes in the Act, the researcher found three most significant ones. They were financial support to enhance the quantity and diversity of healthcare workforce, improvement in the quantity and quality of community health centers and lastly, the enactment of healthcare programs to raise the insured rate. These changes resulted in the huge growth in Hispanic’s medical students, the number of community health centers across the nation and the insured rate. Moreover, better access to healthcare also exerted long-term impacts on other aspects of Hispanic Americans’ lives including the enhancement in health care experience and health condition, the security of financial circumstances and lastly the reduction in racial inequality compared with other racial and ethnic minority groups
