Summary:"Civil Society" and "Civil Association" are new concepts recently introduced to Vietnam. Since Doi Moi, the involvement of NGOs in poverty alleviation and other activities in Vietnam has been rising. Furthermore, as Vietnam has acceded to the Comprehensive and Progressive Agreement for Trans‑Pacific Partnership, the ensuring of the implementation of Vietnam’s commitments to civil and commercial rights, the transposition of the commitments into legislative activities, and especially, the position of civil associations in the draft Law on Associations, should be rigorously researched and clarified.
