The proposal for a “developmental Government” also advocates the Government’s further independence from the National Assembly. This paper argues for a revisit and a reconception of the notion of developmental state/government in this century. The 20th century model, which emphasized economic growth and utilised authoritarian administration, has gradually transformed into a 21st century democratic developmental model. A revisit to the developmental state model also reflects a revisit to the functions of the state.
