الملخص:Accountability is a fairly new term, appearing in the context when the development cooperation activities, the donors and the People expect commitment from the government. According to OECD: To be accountable, three main pillars are needed: i) Transparency: citizens have the right to access information related to commitments made by the government; ii) Accountability: citizens can request the government to respond their activities; iii) Efficiency: citizens can punish if the government violates the commitment standards. According to the World Bank Group: The term “accountability" implies that there is accurate and accessible information on which to judge whethcr the job is being done well, and it assumes that there are mechanisms to reward good performance and discourage bad performance."
