In the last few decades, information disclosure, transparency and accountability in state governance have specially been interested by international organizations, governments and people of many nations. Obligation to perform publicity, transparency, and accountability of competent officials originates from the theory of the sovereignty of the people and controls over state power, under which the state - as a public power institution established by the people who have delegated to it the right to manage society - is subject to the people's control and supervision and has to inform and explain to the people about their organization and activities. Promoting publicity, transparency and accountability is an activity that most of the countries around the world have performed and proven a great effect in preventing power abuse, bureaucracy, and corruption, as well as enhancing the effectiveness and efficiency of state governance.
