A formulated model using the STELLA5 software shows that there are two main variables that affect the farm level operation. These are (1) NIA's efforts and (2) influence of fellow farmers or word of mouth. Based on the assumptions made and on the results of the simulation runs, NIA's effort is more critical than Word of Mouth influence in the farm level. With a better understanding of the interaction of the different variables at the farm level, proposed policies were suggested in order to allow the increase in productivity and efficiency of the system.
