The general rule provided by the Constitution is that the exploration, development, and utilization of natural resources shall be under the full control and supervision of the State and that the State may enter into mineral agreements provided 60% of its capital are owned by Filipino citizens. By showing that FTAA agreements with foreign owned corporations are unconstitutional, this thesis will prove the importance of the sector to protect our patrimony. |
