Summary: | This thesis on rural accessibility, which was conceived because of the deplorable situation of barangays, is one of the unique studies in the Philippines in determining the accessibility needs of barangays. The term rural accessibility refers to ease of movement of residents of less developed rural areas to the urbanized or developed areas from where the former derives its basic services. This study was conducted in three municipalities (self-governing town) in the Quezon Province, to analyze the accessibility of non-central barangays to central barangays. Central barangays are areas with enough basic services to its population. The three municipalities that have been studied were Pagbilao, Sariaya and Tayabas.
The study was developed to help Local Government Units (LGU) in their respective constituents to decide on whether to construct or improve road links between barangays or to bring services to the barangays.
At the end of the thesis, it was found that of the three municipalities that were studied, the barangays in Sariaya had the best accessibility. This had been attributed to the municipality's road network which is evenly distributed all over the municipality. It was also found that barangays in Tayabas has the poorest accessibility not only due to lack of roads in several areas but also due to the heavy contrast in the number of services in central barangays and non-central barangays. Of the three municipalities, the barangays in Pagbilao had an average accessibility values. This was because the barangays in Pagbilao had relatively the same number of services.
The needs of the different barangays in the different municipalities have also been identified as either needing a better link with the rest of the barangays or needing some basic services. From this identification, the group gave recommendations to the barangays so as to improve their accessibility. Again, the recommendations for a barangay would be either improve its road link with its neighboring barangays or to bring some more services into them.
