This thesis paper entitled, Stem Cell Therapy: Boon or Bane, intends to provide a comprehensive study on the inadequacies of the DOH Administrative Order 2013-0012 and FDA Circular 2013-017, which are the relevant administrative orders governing the use of stem cell products in hospitals, clinics, and laboratories. The aforementioned administrative orders will be discussed in light of the provisions provided for under the FDA Act of 2009 and the Consumer Act of the Philippines. The relevant provisions of the said statutes will be exhausted in order to establish the objectives of the paper, which are: (1) to establish the inadequacy of the DOH Administrative Order 2013-12 and FDA Circular 2013-17 and (2) to propose a bill that shall cover the inadequacies of the DOH Administrative Order and FDA Circular.
