Summary:In the Philippines, the Department of Public Works and Highways (DPWH) released the Department Order (DO) Number 214 Series of 2004 requiring Contractors of Large Category and above to be ISO 9000 Certified. This study focused on assessing quantitatively the effectiveness of contractors QMS. The group used measuring tools made by researchers and Artificial Neural Network. The group limited the study to Metro Manila contractors. The results of the analysis gave the group quantitative measures as to what was the assessment of the QMS of contractors. From a scale of 1 -100 (100 being the highest) the ISO contractors obtained a score of 76. It was determined that under process contractors should obtain a score of 55 to be regarded as ready for an ISO 9000 certification. These scores were obtained using the weighted average method and the midpoint formula. The group found out that only contractor AA was ready for an ISO certification. There were also findings that showed a learning curve for ISO contractors, wherein an exponential curve was present from ISO years versus total principles scores. There were also increases in the total principles score of contractors who were ISO and under going process contractors as against their total goals score, in this relationship it is logarithmic for the former and exponential for the latter. When these two relationships were merged, it was observed that these two were connecting. The main motivator of ISO contractors was found to be the quality goal category Others wherein they are concerned with improving their reputation in the construction industry. As for under going process contractors their main motivators are quality goal categories Quality and Productivity This study will benefit the civil engineering industry since contractors will now be able to quantitatively measure their QMS. They will be able to calibrate and measure the status of the company.
