Summary: | The efficiency of the services provided by government agencies greatly affects how the citizens perceive the importance of paying taxes. Although there are internal auditors and other government regulating committees who assess the performance of each government agency, the public remains oblivious of how government offices as a whole are rated. Given the effort of the Aquino administration to come up with a scorecard to evaluate government performance, the identification of the determinants of performance to be used is very crucial. In line with this, the determinants of performance in the executive branch of the Philippine government were examined. The various national government offices are grouped into three based on their functions – departments and other executive offices, state universities and colleges (SUCs) and government owned and controlled corporations (GOCCs). For each group, the government criteria in evaluating performance and researchers proposed factors were tested using ordinary least squares. Data used were obtained from the Performance scorecards, financial statements and other relevant government reports for the year 2012 found on their respective websites. Results indicated that apart from the MFO, STO and GASS indicators currently being used by the government to evaluate performance, other factors, such as compliance status and rate of achieved MFO, can also be considered to improve the evaluation method. This study would help the national government identify the significant determinants of government performance to which improvements may be directed towards them. |
