They provide the infrastructure, equipment and manpower that passengers and cargoes need when engaging in the port operations. The study covers the delivery system of containers done in the port of Asian Terminals Incorporated located at A. Bonifacio Drive, Port Area, Manila, Philippines 1018. The scope is only limited to the container yard and piers 3 and 5. Currently, ATIs productivity rate which is 23.75 moves per hour is 5% lower than the PPA standard of 25 moves per hour in the Container Terminal Department resulting to Php1,008,920 revenue delay per day and a Php12,948,778.7 fine for unmet productivity standard.
After the evaluation of the probable causes, several factors were found to cause the low productivity rate of ATI. The probable causes were (1) ATI does not have screening process for incoming contractual employees (2) ECs disregard discharge schedule of containers (3) Indicator on the maximum number of trucks inside the yard that would not cause traffic is missing and (4) Maintenance schedules are not followed. Based on the Design of Experiment conducted, along with the Arena simulation, the significant factors obtained from the Anova table affecting the productivity were as follows: Arrival Rate of Vessels and Trucks, Speed of quay cranes and tractors, working time of quay cranes and RTGS, and the random stacking method.
The proposed solutions to improve the productivity rate are to implement the three shifts per day, reliability-centered maintenance, appointment times for external trucks, and to retain the random stacking method. |
