Other companies, for them to be guaranteed a position in the market, try to make themselves stand out from the rest of the competitors by implementing International Organizational Standardization or ISO, which is a series of standards that influence quality products, service, and management. The purpose of this study is to find out if there is a relationship of quality and performance achieved through ISO 9000 implementation to organizational culture in terms of organizational learning and visionary leadership. The researchers based their framework on the theoretical framework used in this paper, wherein, organizational culture affects business results and further leads the group in focusing on organizational learning and visionary leadership as the two main factors affecting improved quality and performance. The propositions of the study include (1) The higher the level of organizational learning, the higher the level of quality and performance, in terms of people, machines, materials, and methods, achieved through the process of ISO 9000 implementation. and (2) The higher the level of visionary leadership, the higher the level of improved quality and performance, in terms of people, machines, materials, and methods, achieved through the process of ISO 9000 implementation. For the data collection, the researchers made use of survey questionnaires for the employees of Grand Asia Metal Corp. (GAMC) and Wonder Steel Products (WSP) on organizational learning and a survey questionnaire with the owner manager and production manager on visionary leadership was administered. Also the interview with the assistant 9 plant manager and production manager was conducted afterwards to assess the level of quality and performance in each company. Aside from this, archival data were also requested from the companies to help in the evaluation of quality and performance before and during the implementation of ISO 9000. The researchers used descriptive, correlational and triangulation method to analyze the data gathered from the two companies from the survey questionnaires and interview questionnaire. In order to get the average of the responses, descriptive analysis was done. Biserial correlation was performed to determine the nature and strength of relationship between the variables organizational learning and improved quality and performance in order to determine whether the company's high organizational learning tend to have high level of quality and performance as well. The results of the study accepted both propositions. Based on the results, there is a significant, positive but weak relation between organizational learning and the level of quality and performance. For visionary leadership, a positive relationship was also determined with the level of quality and performance.
