It has also been observed globally that the typhoons or hurricanes are increasing in magnitude each year and therefore pose a threat to the structural reliability of billboards during extreme events. In view of these, the authors studied the probability of failure of billboards in Mandaluyong city under extreme wind speeds. To attain this objective, the authors gathered information on the strength and resistances of the selected billboards by acquiring the structural plans from the Office of the Building Official of Mandaluyong City. The extreme wind load is obtained from NSCP 2010 provisions. However since extreme wind speeds are stochastic in nature, the basic wind speed which is an input the NSCP 2010 wind load is modeled using the generalized extreme value (GEV) distribution. The parameters of the GEV are determined using annual wind speed maxima acquired from PAG-ASA four (4) wind stations namely: Port Area, Sangley Point, NAIA, and Science Garden. Having obtained the resistance and the loads on the billboards the probability of failure can then be determined.
