In line with this, Foundation for Enterprise Management Innovations, Inc. (FEMI), a non-government organization, pioneered the assistance and support of this sector in the country through low interest loans and training & consultancy programs. Ever since FEMI conducted its training program for its clients, the seminars are only evaluated in terms of logistic matters such as venue, food, facilitator, and others. However, less is known about the impact it made to the trainees. Hence, in this study, the significant factors that contribute to an effective training program were determined as in the case of the Learning and Development program of FEMI. As the study's foundation for analysis, the proponents made reference to the Impact Measurement Framework for training programs designed by Bersin. The analysis focused on a per seminar basis. Due to limitations in available data, as apparent in the latter portions of this study, it is only in Sales II: Negotiation Seminar where there had a significant factor that contributed to an effective training program. Here, individual performance of trainees was used as measurement.
