Summary: | In most Asian cities, the Non-Revenue Water (NRW) averages at 30% hat ranges from a low of 4% to a high of 65% which makes the recovery of production costs difficult. This problem also accounts for the lack of improved water supply for nearly 13 million Filipinos as of the year 2003. This improvement of water supply should start from the one that provides the distribution service namely the water district.
Comparing the production and consumption values of the Malolos Feasibility Study and the City of Malolos Water District, it was found that the actual production values exceeded what was expected in the feasibility study with the demand values almost identical. This now leads to larger amounts of water extracted from the water supply with more water wasted.
This study assesses the viability of the water district to meet future demand in ten years time. The criterion for viability used in the study is composed of efficiency, effectiveness and supply availability which stands for the system, demand and supply components respectively.
It was discovered that while the district can meet demand in ten years time, the problem lies with the inefficiency of the system in which the percentage of NRW remains constant over the years with leakages as the main component of the wasted water. A suggested system of District Metered Areas (DMA) should be utilized in order to monitor and decrease NRW production.
With the proposed system, the NRW percentage would be reduced to about 18 percent by the year 2020. With these reductions, the water supply system in Malolos, Bulacan can be efficient and it would also increase the design life beyond 2030. |
