Summary:This study aims to determine the sociodemographic characteristics of the respondents from the UP-BLISS government housing site in Quezon City, their concept and practice of neighborliness and the problems they encountered in the neighborhood as well as their problem solving strategies. This is an exploratory-descriptive study. Data was gathered from 32 respondents from 2 of the 23 medium-rise buildings in the community with the use of an interview questionnaire. They were chosen through probability random cluster sampling. A key informant was chosen purposively and interviewed with the use of an interview guide. These data were analyzed through content analysis and descriptive statistics. It was found and it is hypothesized that majority of the respondents are from average-sized middle income families. Their concept of a neighbor is one who lives nearby or from the same building, is helpful and is important because a neighbor is a source of help during emergencies. Neighborliness is practiced most often through helping those in need. Through proximity and functional distance, neighborliness is initiated. Homogeneity and time leads to friendship which eventually reinforces good neighborhood relations and vice versa. However, a finding unique from the foreign studies in the review of literature is that a factor that binds neighbors together is the existence of reciprocal relationships based on utang na loob . Other findings are that problems encountered are rowdy behavior, envy and gossips which emerge from lack of consideration and of homogeneity. These were addressed through communication with the help of the building organization in which every resident is a member of.
