In any organization, private or public, budgeting is essential if management seeks to look ahead and plan its future rather than accept what fate may have to offer. A complete budget, in turn, offers a means of controlling operations in order to achieve scheduled plans. The Senate, the upper Legislative branch of the National Government, is an august body to which Filipinos have entrusted the country's political, social and economic recovery. A keen interest has been focused on its budgetary operations considering that Section 20, Article VI of the Constitution mandates that the records and books of accounts of the Congress shall be preserved and be open to the public. Moreover, the budget of the Philippines is being shaped to make it a more viable tool for economic development. It is therefore, imperative that the management of the Senate, formulate a budget program with emphasis on the underlying factors of planning, coordination, control, reporting and review. During the course of interviews conducted, it was discovered that: (1) the budget process tends to overlap and thus makes it difficult for the Budget Division to prepare, revise, and evaluate the Budget for the budget year while monitoring the budget for the fiscal year, (2) the information had to be consolidated from several source documents together with the generation of required reports, (3) reports are not generated on time, and (4) there is a need for security and control so that the budget will properly be allocated. It is in this light that the Budget Information System (Senate of the Philippines) has been developed. The BIS-Senate of the Philippines is designed to develop a computerized database information system that addresses the problem areas where computerization is applicable. The BIS was developed by the group mostly through interviews with the Budget Officers and the Budget Staff.
