A non-partisan election requires that no person should represent any political party or any other organization in the elections. Isn't this requirement of law prohibiting a person to file his certificate of candidacy in the barangay elections if he is a representative of any organization violative of the right to association clause? Isn't this also a violation of the right of the person to express one's self?
