Summary:The Constitutional Commission who amended the 1973 constitution into the new and present 1987 constitution, made it clear that they wanted to give equal rights to the citizen of the Philippines. It was with Commissioner Nolledo that under Article II Sec. 26 of the Constitution that the State shall guarantee equal access to opportunities for public service and prohibit political dynasties as may be defined by law. This thesis aims to provide the essential requisites of the said provision and provide a Definition applicable to the current situation of the Philippines.
