This paper engages in a historic tracing analysis of Agrarian Reform Laws in the Philippines. It covers programs from the very first enacted Agrarian Reform Law enacted by Manuel Quezon, until the last Agrarian Reform Law enacted by Gloria Macapagal Arroyo, CARPER. Philippine Agrarian Programs have been a main topic of controversies especially regarding the rights of farmers. Looking back, there are many factors and development of needs and issues that programs of governments have tried to tackle. Although, the continuous development of these laws does not mean that there is no room for improvement. Historically, Philippines had continuous agrarian problems and some of which are due to the ineffective and inadequate government policies. This paper will analyze laws according to the factors that a Land and Agrarian Reform program should have, politically and economically. In addition to this, it will also analyze other factors, such as social factors, that affect the development of the Laws in the Philippines. It will discuss basic components of the Agrarian Reform Laws and their effectiveness.
