Thus, FILCOLS is established to serve as an intermediate party between rightholders and end users FILCOLS provides for permission of authors to photocopy, while the end users pay a certain fee to compensate for the use of idea. In the infancy of this concept in the Philippines, FILCOLS received many protest from the academe and other institutions on why they should start paying for what is perceived to be free.
