Taguig's Ordinance No. 4, series of 2004 was the main reason of doing this research due to the constraint of employment within the city which prohibits not more than thirty percent (30%) of the workforce to be employed. Thus, The Ordinance will be used to test its constitutionality in answering our query. Three topics were formulated in order to stabilize our answer ascertaining from the subject matters of police power, due process, and discrimination.
