It involved a number of people like Jose de Venecia III, former Commissions on Election Chairman Benjamin Abalos, Commissions on Higher Education Secretary Romulo Neri, First Gentleman Mike Arroyo, Jun Lozada, Dante Madriaga and other people who are directly involved in it. The said project originally came from the discussion of the Cyber Corridor on the 2006 State of the Nation Address (2006) of President Gloria Macapagal Arroyo. It was supposed to become a communicatonal tool for all government agencies and offices. Unfortunately, the contract of this project was cancelled due to lost of the contract, corrupting a large amount of money and other sprouting contentious issues. Though the deal contains notorious issues regarding the people in the government, this study aims to validate the NBN Project in light of existing laws such as the Official Development Assistance (ODA) Law, the Government Procurement Reform Act (GPRA), and the Foreign Borrowings Act (FBA) in order to avoid possible mishaps in the involvement of government projects. It tackled the applicability of the said project to a loan and priority of it as a project for the country based on ODA law, the process and exceptions of competitive bidding based on GPRA and the measure of self-liquidating and revenue-producing based on FBA.
