Aside from focusing on Article 11 Section 6 of the Constitution, different bills, jurisprudence and laws with respect to the right of suffrage and different government units were also taken into account. The authors of this study utilized the different volumes of the Records and Journals of the 1986 Constitutional Commission in order to determine the intent of the proponents of Article II Section 6 of the Constitution. Likewise, the intentions of the proponents were used to come up with the different provisions of the legislative proposal. Having such, new provisions and definitions were created and justified respectively through models and circumstances that are evident in the current political system of the Philippines. In the said legislative proposal, any official from the local government unit and House of Representatives is prohibited to run or hold any position if they are related within the fourth civil degree of consanguinity or affinity to an incumbent elective official. This shall remain true for those who are in the same municipality, city, legislative district, and/or province in the same election. Moreover, succession of position to an incumbent elective official by a relative within the prohibited degree is also not accepted by the legislative proposal.
