Summary:Metro Manila is the heart of the Philippines. This is where you find Malacanang, Congress and the Supreme Court. The three heads of the government Executive, Legislative and Judiciary. In addition, Makati, country's Central Business District, Manila, the Capital and other key cities and municipalities that serves as the primary sites for the educational, cultural and medical institution. In the past 5 years and so, until the present, the MMDA has been criticized for its projects and ordinances, by both the Local officials and the citizens. Since 1995, the problems of Metro Manila are still the same, traffic, solid waste, flooding, pollution and safety of its citizens. Bayani Fernando, as Chair of the MMDA, enforced a strong arm in enforcing some of its ordinances, which leads to the present struggle and grudges of the different local officials. With the was the Chair enforces these, the Mayors feels that that they are being stepped on by a person, that has no power over them. This research is being conducted in order to resolve these growing conflicts between the MMDA and the different local government units. Researchers believe that Metro Manila being a metropolitan state is in need of an authority that would govern the needs of the citizens living in the many cities and municipalities surrounding it. At the end, it will enable the best possible solution in resolving the issues the MMDA is facing. This is for the betterment of Metro Manila's occupants and of the country in the long run. With the vast and rapid growth of population in the Metro, a body that will seek out plans and at the same time manage the development of Metro Manila, was very much in need. The creation of Metropolitan Manila Development Authority (MMDA), thru Congress passed Republic Act No. 7924 on March 1, 1995 was enacted. A Council was created, wherein the members are composed of primarily are the Mayors of all the cities and municipalities in Metro Manila. This is known to be as the Metro Manila Council, (MMC). It is the policy-making body of the MMDA.
