Some of which have been the proposal of stiffer penalties for the said activity whilst others seek the legalization of the activity. This paper makes a study on the feasibility of legalizing jueteng. Through the research of the history of gambling, studies, books and news articles, as well as a thorough interpretation of the constitutional provisions and laws regarding gambling, this paper proves that there are more effective means of stopping illegal gambling and improving the economy than by putting this currently illegal activity under the supervision and control of the government. The issues discussed in this study include: 1. the relation of jueteng to other forms of gambling and if it can be legalized using the Equal Protection Clause - done through enumerating the four requisites of Equal Protection and, one by one, discussing them in relation to legalizing jueteng clause, and 2.
