Although it is becoming more common, dealing with threats of terrorism has not become any easier to deal with as it requires intensive planning and readiness to be able to counter a terrorist threat given certain circumstances and limitations. A good way of putting all these together is through a defensive counter-terrorism resource allocation model. The biggest concern in a defensive counter-terrorism resource allocation model is to minimize the damage of terrorist threat/s which is expressed in terms of "consequence score." By employing a defensive counter-terrorism multi-resource allocation model through linear programming, the amount of labor and capital are optimized and see which combination would yield the lowest consequence score. The model takes into consideration distances between targets with respect to being able to share mitigating resources between targets, but have a decreasing effectivity depending on how far the targets are from each other. This proposed model is validated through different scenarios with varying input parameters which determine sensitive points in the model.
