Corollary problems include the following: 1) What were the objectives of the reform programs? and 2) Where did the reform programs originate?The objectives of the research are as follows: 1) To know and find out how the Philippine Government has addressed the past and present problems of the judiciary through identifying, studying and analyzing the reform programs introduced and implemented since 1984 and, 2) To classify the reform programs as either procedural or substantive.To be able to answer the main and corollary problems and achieve the objectives of the study, the researcher utilized the descriptive approach of research design wherein the primary source of the study came from books, review materials, journals and government agency reports. The secondary or other source of the study emanated from a first hand interview conducted by the researcher with a member of the Presidential Task Force created by former president Corazon Aquino to re-organize the Philippine Judicial System.
