The study, entitled Animals Are People Too: The Lack of Rules Dealing with Para-veterinarians, shall help in assessing the matter concerning the vagueness in the description of the acts that constitute the practice of veterinary medicine, which then consumes the acts Para-veterinarians legally and officially perform leading to confusions, of the Philippine Veterinary Medicine Act of 2004. It study begins by introducing veterinary medicine, the functions and professions involved with it, as seen by the Veterinary Medicine, the functions and professions involved with it, as seen by the Veterinary Medicine Act. The variety of jobs that veterinary medicine provides are too numerous to site, but they can be summed into two categories, veterinarians and para-veterinarians. In the day-to-day life of veterinarians and para-veterinarians, they face a lot of hard challenges that concern the medical needs and welfare of animals. In performing their duties as veterinarians there are laws which govern and determine of the said actions are up to par with the laws establish standards. These laws would be the Code of Ethics for Veterinary Medicine, Administrative Order No. 40 Series 1990, Animal Welfare Act, and Republic Act No. 3639. If they are line with their standards, then they are deemed to be humane. However, if they are not then they are considered acts of animal cruelty. The violators will then be punished by the provisions of Animal Welfare Act and Veterinary Medicine Act. But then the prevailing law over the matter, the Veterinary Medicine Act, only gives notice to veterinarians. This is where this study will step in. Not only will help in the growth of the said Act and ensuring even animals get their due protection, but also in assisting the public in getting up-to-date with new global subjects. After all, if our pets enjoy a long healthy lifestyle then we humans will enjoy sharing years of companionship with our lovable pet, whether a dog, cat, bird, horse, or any other non-endangered animal companion.
