This power to impair gave the researchers the idea to check whether or not the circular is valid and in accordance with the 1987 Constitution of the Philippines. There is a provision in the constitution that protects the right to travel, in this provision there are only a certain ways in which a person's right maybe impaired. Based on these provisions the researchers felt that the Department of Justice might be violating the constitution because it is impairing a person's right to travel.The researchers aimed to answer the question whether or not Department of Justice circular No 41 is constitutional in relation to a person's right to travel. In this thesis, readers will get insights on what the right to travel is and what are its limitations. Corollary issues were also used to further expound the research about the constitutionality of the Department of Justice circular No. 41.
