Public hospitals such as Philippine General Hospital (PGH) serve as the main infirmary for those who cannot afford to go to exclusive hospitals but desire for quality service. Unfortunately, the government has not been able to provide sufficient budget that would accommodate the needs of the hospital. The blood bank is an essential department of a hospital because this is where blood for medical procedures is obtained. One problem of public hospitals is the lack of medical equipment of which leads to other problems such as the poor quality of services the patients are receiving and the reliant on manual processes of doctors, nurses, and hospital staffs. There are many donors donating blood in blood banks like that of PGH’s blood bank where approximately 70 to 80 people a day are donating of which is manually stored in the computer and done by volunteers due to limited human resources. With this, human error is inevitable and can pose danger to patients. Another problem is donors who are not allowed to donate due to qualification issues, blood bank rules and regulations, and identity issues still donate. Donors are not only risking their lives but the patients as well. The purpose of the study is to prevent inadmissible donors and reduce human error. To do so, fingerprint biometrics, 2D barcode technology, and Visual C# will be utilized. Fingerprint biometrics for the identification and verification of donors and 2D barcode technology for easier access to donor information. The study had profound implications on blood banks, as it will improve the efficiency of the blood bank especially that of PGH.
