Before a particular property or risk is accepted through underwriting, which has something to do with the selection of subjects for insurance, the risk must first be inspected. This is the job of a risk surveyor. Fire risk surveying is the effective survey of the risk against physical loss or damage by fire to which life, assets and operations are exposed to. The risk surveying process is a tedious task. Experts in this field have expressed the need for a system to assist them in making fast decisions, and at same time, being accurate as well. Thus the need for an expert system. Expert systems nowadays use certainty factors in dealing with uncertainty, but such a method cannot handle everyday words like hot, cold, tall, or short.
